ok...if i'm showing 0.25ppm of ammonia, AND 10ppm nitrates in my guppy tank, that means I've overloaded the current bio-filter level I have, right?

Well there's always a roadblock at the ammonia to nitrite step anyway...for some reason nitrite to nitrate seems to go faster. If you do a one-time dose you wont' see this, but if you're continuing to dose ammonia then you'll see this. It's ok though, because it means that you'll end up with a larger bacterial colony when everything is done.
