well...first off you need to determine if your water is really coming out of the tap with 1.0ppm ammonia. Again, I'll ask...is your ammonia test with 1 bottle of drops or 2?
Normally, you would do water changes to get your ammonia down to 0...but that's not going to work if the water you are putting in HAS ammonia in it.
