water temp?

What water temperature is the best for fry, and what should I use? Would a lamp be good enough? That is what I have been using for my adult bettas.

Also, when is the best time for them to breed?
The very hottest it ever gets here in the summer is 30 degrees Celsius by the way, if that matters.
