If a bettas fins get long and slow him down is it ok to cut them. If so with what?

Cutting his fins would be an extremely risky thing to do, as well as unneccesary. The chances of him developing an infection in/on his fins would be very high, and its not like Mr.Betta is just going to "sit" there and let you cut his fins. There would be a good chance that you could severely injure him while attempting to "trim" his fins.
Older bettas often slow down, and their fins sometimes get longer, and heavier than they were when the betta was younger, or they just appear heavier due to the fact that the betta is older, and just "not what he used to be". This is not going to hurt him in any way.
Some breeders do occasionally trim the tails of very large finned HM (180 degree tail spreads) males prior to spawning, this is for their safety when they are with the female, and also so that they are not hindered by such huge tails. The people that do do this only do it when absolutely neccessary, and they know what they are doing. I am assuming that you have a veil tail, which basicly means that it is pretty much impossible for his fins to be to big and cumbersome, and if hes a pet, then you have nothing to worry about.
