In the grand scheme of things (taking into account all the arbitrarily determined IBC crteria) just about any pet store betta isn't special.
However, of the bettas that do arrive at pet stores, most are blue or red. White ones are rarely seen, and if you're looking for a different color, you might wanna grab him.
The fish in my avatar was a pet store fish. Granted his fins looked better when I bought him, but his color stayed the same through his life.

I'm also extremely satisfied with my "apache" (according to bettatalk.com's "standards") butterfly betta that I've got at this pet store. And I think I bought it for like $5 the most. Half of the bettas there were quite good looking ones, a bit away from the traditional red and blue standards. Of course, these were still dominant (and almost all were veils). There was even a black betta there (not pure though, it had some blue shades but only noticeable under light), and my other one bought there a month earlier is quite close to a halfmoon (as a petshop fish can be!). I saw many yellow bettas there too (it was the different colour they had the most besides blue and reds), in several shades, and there were many marbles and butterflies. I didn't see any halfmoons or crowntails or white ones, though. All this in a total of like 30 fishes. I had a hard time picking up one I liked (I've picked up a pretty + small + young combination I guess), they had a lot of fishes that I liked, surprisingly.
