new betta.. are his colors ok?

I got a new betta today. ;D He is small so i am assuming that he is young. He is a bright blue with red streaks but around his head area is is dark brown. Im not sure if that is becusae the water the lady had him in was so cold + she had the doors wide open (only 5 degrees outside) or if that is his natual coloring. I think he may be a fan tail with a slight of vein in him as well. But is he ever swiming around in his bag. He also has white/ clear spots on his tail but i read that that is new growth. I just hope that he is not sick becuase i payed her $10.43 but ut was that or wallyworld betta.

It's a combination of the temperature, and stress. It's normal, and his color should return to near normal in a day.
