Well, most medicines will kill the good bacteria that grow in a cycled tank. So, cycling it won't be neccessary. Also, the carbon in most filters will absorb the medicines. So, a filter with just floss would be best.
However, if you wanted to cycle the tank you just take a part of the cycled sponge filter and put it in the filter of the little tank. The bacteria will spread and colonize the new filter. Instead of fish you could put feeder shrimp (ghost shrimp) in the tank. They'll keep it clean and produce ammonia. Plus thier cheap so if they die you can replace them easily. Some places sell 10 for a $1.

I'd suggest a feeder guppy (not a fancy guppy) or zebra danios (need at least 3, they are a schooling fish). Neon tetras are sensitive to new tanks. Swordtail, mollies and platies breed really fast, so if you get a male and female you might end up with too many fish.
Good luck!

Feeder guppies and incredibly cute and reallly really hardy. I swear that a nuclear expolsion wouldn't kill them off They look kind of like peacocks coloring wise if you get the males. I have four of them in my tank and they seem to just leave the betta alone. I will try to get some pics later.

I'd be careful of feeder fish in general. They are subjected to stressful situations. While they might appear healthy and hardy, I'm not certain I'd start a hospital tank with them since they could carry disease. You could keep the cycle going with one or two healthy and previously quarantined fish.
