Since I have a betta I want to make sure that I do my best to keep him happy and healthy. So any ways, my betta's gill completly flare out when he looks out of the bowl. Is that ok?

It's normal. He thinks it's another betta and is flipping out. Flaring like that is normal and healthy.

You have to understand that bettas are territorial; each to his/her own degree. My four (3 male, 1 female) act differently to the same situation given to them. While two will flare, one will swim away. Flaring is a way for them to appear bigger to whatever may be invading their "turf." Males also will "dance" by flaring and extending their other fins for females if they are close enough to see one another. I'm sure you'll learn a lot on this forum. Everyone has great insight.
