How long does it usually take for fins to grow back? I'm still not sure if my betta did it himself or if it was fin rot, but his tail and dorsal fin are both looking pretty bad. At any rate, it seems to have stopped getting worse. I've had him on BettaFix Remedy because I couldn't find any Jungle Fungus Eliminator or anything else.

Bettafix will help with the healing of the fin wounds, but the fins can take three weeks to return to normal size and color -- and this will depend on the fish's overall health, its diet, and the water temperature.
As for what's causing the problem:
Shredded fin, and with chunks missing = usually self inflicted
Fin with a split = usually a bad run-in with a tank decoration
Fin that's frayed at the edge and slowly dissolves over a few days = usually fin rot
