ever since we got draco (my betta) he eats the pellets really fast then throws them up and eats them again the second time he doesn't spit it out again. is he eating them to fast? are they to hard for him? we have to feed him one at a time now. and we tried feeding him blood worms but he just looked at it then us like we were crazy.

that's normal...its partly the floating pellet working against them..i.e. they go to chew and the pellet floats out of thier mouth, and partly that the pellet is to hard to chew. Some of mine do it...especially my younger ones...it seems to be something that they 'grow out of'.
My ' youngest' betta, Wash, has to be fed pellets one at a time or he won't eat them all cause it takes too much effort.

A good idea is to soak the pellet in dechlorinated water for about 10 minutes...it makes it softer, and easier for them to eat...
