Hi i just got a betta a week ago this moring when i woke up i saw that there were bubbles all the way around the vase type jar that i keep him in, is this a bubble nest or is it somthing else, there is a plant in there which goes out the vase

Do PLEASE move the plant out of there and make sure the vase will hold at least a gallon! The vase setups are terrible for bettas, no matter what you might have heard. Downright awful. A big vase would be fine by itself, though, if you can keep it warm enough and change the water regularly. I'm sure somebody else will be along with more info along these lines.
And I have heard of bettas blowing bubbles around the edges of their tanks before. I have one who blows me a nest every week and another who very very rarely blows one. Occasionally I find what seem to be bubbles scattered around the edges of his tank, though, so I guess he's just not into blowing big nests.

Yes plants in vases with bettas are a very bad idea it blocks a lot of the breathing space a betta has and since bettas breath surface air it is not a good idea as the plant will grow and eventually take the entire opening.
